During the American Civil War, Canada—and Montreal in particular—served as a surprising but significant hub for Confederate activities. Though part of British North America, Canada’s official policy was neutrality. Yet many Canadians, especially among the political and business elite, harbored sympathy for the South.

Canadian banks quietly funded Confederate operations. Montreal hosted laundered funds and covert finance networks; the Ontario Bank branch there was repeatedly used for clandestine Confederate transactions .

🕵️‍♂️ Espionage and SabotageIn 1864, Confederate leaders authorized the creation of an extensive spy ring based out of Canada. Agents plotted raids—such as the infamous 1864 St. Albans raid in Vermont—and even conspired to burn hotels and derail Union railways . Montreal became the nerve center: the St. Lawrence Hall and local hotels served as unofficial headquarters for Confederate secret-service agents, plotting high-level schemes, including an unsuccessful early attempt to kidnap or assassinate President Lincoln .

Montreal was described as “a nest of spies and scoundrels,” where “Confederate plotters, planners, and frankly terrorists” operated freely alongside Union agents monitoring their every move .

🏛️ Notable Figures

Prominent Confederates living in or passing through Montreal included Brig. Gen. William Henry Carroll, Judah Benjamin’s envoy Jacob Thompson, and—most notoriously—John Wilkes Booth and John Surratt Jr. Booth stayed at the St. Lawrence Hall, withdrawing Canadian funds and laying plans in Montreal before ultimately assassinating Lincoln .

📍 Montreal’s Legacy

After the war, Confederate-to-neutral relations lingered in public memory. In 1957, the United Daughters of the Confederacy erected a plaque in Montreal commemorating Jefferson Davis’s brief stay. The plaque was removed in 2017 amidst renewed examinations of Confederate symbolism .

Canada’s involvement in the American Civil War was complex and often contradictory. It stood as a place of refuge and plotting for Confederate agents, while also embodying antislavery values—through its status as a terminus for the Underground Railroad and a safe haven for formerly enslaved Americans .
